This is the part many first-time builders miss: you cannot submit your own drawings. Plans must be prepared and stamped by a registered professional, and only architects, engineers and firms registered with their professional institute — such as the Rwanda Institute of Architects (RIA) — can submit through the system. Larger or more complex buildings require both a registered architect and a registered engineer.

The process, step by step

  1. Appoint a registered architect/engineer to design and prepare the file.
  2. Prepare & stamp the drawings and assemble supporting documents.
  3. Submit online via BPMIS / Irembo to the City of Kigali One Stop Centre (or your District OSC).
  4. Pay the permit fee — Mobile Money, card, or bank.
  5. Review — the authority checks compliance; respond quickly to any queries.
  6. Permit issued — typically valid for one to five years depending on project size. Build within validity.
